Groups with
Civic Concerns
in Every Community
Every country, as far as this be feasible, should have groups of citizens with different political leanings, although not essentially ideologically incompatible among themselves, to encourage the proper handling of domestic policy. In other words, groups to express considered opinions and, of course, well-meaning, so that the government might know the opinion of the country’s serious people although it might not necessarily coincide with that opinion. In one way or another, this is a good influence for the government and a good civic-political exercise for the community in general through its leading sectors. These are leading sectors with more civic than partisan discipline.
When a ruler incurs in arbitrariness or easily identifiable mistakes, the action of those civic-political groups might fulfill a very important mission to check the excesses of an arbitrary or extremely mistaken government. These orienting groups could be small at the beginning and after some time could increase their scope of action and their members without incurring, of course, in negative or destructive demagoguery and in systematically absurd behavior. Of course, this in no way precludes the organized action of the political parties which must exist with their authorities and their groups to study their government and ideological programs. It is simply a question or harmonizing these groups, with each one of them occupying its place within the social and political organization of the country. Political parties are necessary.
When speaking about the need for political parties it should be considered the importance that their leaders – speaking in general—be capable and civically serious individuals. That when they have doubts, without leaving the ranks of their parties, they consult with those who are more knowledgeable about a given topic in order to better issue an opinion.
It must be insisted on the importance that there be groups that with patriotic feelings and civic inspiration, making efforts to study the local and national problems, become familiar with everything that might be of interest to their immediate community, the national and also the international community, as the case might be.
